The player assumes the role of Wei Shen, a Chinese-American police officer who is tasked with infiltrating the Sun On Yee Triad organization. The storyline missions in the game are essential to progress through the game, but as in other open world games, players can complete them at their leisure. The open world is properly utilized in the game as the player can participate in fights, races and also possibly have girlfriends.

The player assumes the role of Cole MacGrath who prepares to face the Beast, a prophesied being of untold power. The setting of the game is after a few months from the first game in the series wherein clandestine organisations seek to create and employ Conduits for their own personal benefits and view Cole as one of the most powerful, attempting to gain his aid or eliminate him.
